Mixed-methods were adopted with three steps of procedures in accordance with the research objectives. The population includedthe Private Teaching Chinese Schools’ stakeholders. The informants consisted of groups of experts as key informants,groups of school personnel as casual informants and group of parents and others as general informants and ninety-fivewere selectedfor data collecting, fifty-five were selected tobethe workshop members and400 were the sample.Ten of interview guides, observation forms, focus group guidelines, workshop work sheet and questionnaire were used as the research tools. Data were analyzed through inductiveanalysis method,searching for unanimity and summarization. Quantitative data were statisticallyanalyszed through mean, standard deviation, need index,Mo-Mdwithin 1.00 and Q.D. within 1.5 The results were as follows: 1.Private Teaching Chinese Schools in Thailandwere formal school and legalorganizationwith management in compliance with Basic Education Core Curriculum of ThailandB.E. 2551. The school management was conducted by school committee with two alternative targets: quality education services and rich enterprise. The administrative power was not absoluteresultingin compromising development. Their main administrative problems included student decreasing, insufficient budgeting, rare dexterity due to regulation complexity andlackof transformation of leader, constructing school excellence amongst limited surrounding, inefficient general management,poor teachers’ pride, transparency of fiscal and lack of management mechanism. Their improvement guidelines in corporated neo-management- making an excellence of crisis. The needs included good leadership, endeavored teachers, transparent finance, and mechanism of effectiveness increase. 2. The management model for Private Teaching Chinese School was developed from schools’ problems and needs. These factors referred to expected success with balance amongquality, effectiveness, efficiency and school innovation increase, including fifteen CSFS of school developmentwithfifteen KPIS.Five missions and strategies were considered as selective methods contributing to reach the fivefold goals i.e.good leadership, increase of management effectiveness, development of whole school quality, development of competence and teaching profession, and increase of financial effectiveness, transparency and stability in total twenty measures with seventy-threeactivities. The staff on duty should be appointed as well as operational manual, monitoring and evaluation, and risk management as development drive mechanism. 3. The developed management model for Private Teaching Chinese Schoolin all model component was recognized for its possibility at high level of authentically implementation at educational institutions.
