            "@value": "The objectives of this research were to analyze the current situationandexisting problems of E-Education instructional mass communication for teachers inShaanxi Province, design a targeted Evaluation Model of E-Education Instructional MassCommunication (EIMCEM), and implement and verify the model’s scientificity, operability, and regional adaptability. The study involved 21 experts meeting therequirements of the Delphi Method (9 E-Education researchers, 9 mass communicationteachers, and 3 educational management professionals) from universities andresearchinstitutions in Shaanxi Province, 9 senior experts for the later focus groupmodel evaluation, and approximately 830 mass communication E-Education teachers as theresearch population; research instruments included an open-ended interviewform, Likert scale questionnaire, focus group discussion form, and model validationevaluation form, with data analyzed using median, mode, inter-quartile range(IQR), percentage, frequency, qualitative analysis, and descriptive analysis.\n\nThe results showed that E-Education instructional mass communicationinShaanxi Province was at a medium level overall, with key problems including low- quality E-Education materials, insufficient teacher and student digital literacy, inadequate resource allocation, and imperfect quality supervision mechanisms; theEIMCEM model comprises 8 core dimensions: Teaching Input, Learner Characteristics,  Instructional Content, Teaching Environment, Teaching Process, Learning Outcomes, Support System, and Policy & Evaluation, from which 120 targeted optimizationstrategies and suggestions were derived. Following implementation and adjustment, the quality and effectiveness of E-Education instructional mass communicationinShaanxi Province were significantly enhanced, confirming that the model possessesstrong scientificity, operability, and regional adaptability and can effectively guidethestandardized development of regional mass communication E-Education. \n\nKeywords: Mass Communication, E-Education Evaluation Model, TeachingQuality, Shaanxi Province"
