The objectives of this study were: (1) to investigate the current status, existing problems, approaches, and influencing factors affecting the sustainable development of mixed-ownership school-running in higher vocational colleges in Shandong Province; (2) to construct a sustainable development model for mixed-ownership school-running in higher vocational colleges in Shandong Province, clarifying the corresponding implementation strategies for each core dimension. (3) to verify the feasibility and suitability of the sustainable development model for mixed-ownership school-running in higher vocational colleges in Shandong Province. The sample consisted of stakeholders involved in mixed-ownership school-running at five higher vocational colleges in Shandong Province. Based on the Krejcie and Morgan (1970) sampling table, a total of 586 participants were selected, including 365 students, 115 teachers, and 106
administrators. A mixed-methods research design was employed. Research instruments included questionnaires, interviews, focus group discussions, and evaluation forms. The Index of Item-Objective Congruence (IOC) was 0.97. The overall reliability of the questionnaire, measured using Cronbach’s alpha coefficient, exceeded 0.8. Data analysis techniques included thematic analysis, coding systems, statistical analysis, content analysis, and integrated mixed-method analysis.
The research findings revealed that the overall level of implementation of mixed-ownership school-running in higher vocational colleges in Shandong Province was at a moderate level. The developed sustainable development model consisted of five core dimensions: (1) appropriate design of property rights attributes; (2) development of the educational environment; (3) enhancement of institutional environmental support; (4) improvement of administrative and management mechanisms; and (5) strengthening of resource guarantees. Specific implementation strategies were formulated for each dimension. The overall evaluation results indicated that the sustainable development model demonstrated a high level of feasibility ( x=4.14) and a high level of suitability ( x=4.46)
Based on the research findings, in order to promote the practical implementation of the model, it is recommended that priority be given to improving the dimension of property rights design, which received the lowest score. Additionally, efforts should focus on enhancing the educational environment, strengthening internal campus support systems, improving management mechanisms, and systematically reinforcing resource guarantees. These improvements should be implemented through targeted strategies such as balancing property rights structures, flexibly updating curricula in response to dynamic changes, designing and allocating learning spaces appropriately, developing governance structures, and expanding funding channels. Such measures are expected to comprehensively enhance the quality of educational management and the sustainable development capacity of mixed-ownership higher vocational colleges in Shandong Province.
